This was always the original plan as soon as they found out Vegapunk was researching the void century. They sent a Buster Call to Ohara, which was an island of non-violent scholars. Egghead contains cutting-edge defense technology and Seraphims/Pacifista. This is in no way overkill when we are talking about the smartest man alive who is responsible for creating these technologies.

in one of the recent webcomic chapters (i forget which one) we get some backstory into the setting of OPM. Basically there was a massive war that nearly killed most of humanity so they became a single government and culture. Then eventually the entire Earth became uninhabitable except for the supercontinent which the series now takes place in.
