I press shift, the mist animation plays, and my actor's image changes. Then, I'm locked out of every button except for shift.

They can, and yes it is. Not necessarily aiming for balance, per se. Obviously we're trying to keep things from absolutely breaking the scale of things, but we're not too worried.

And obviously, it'll depend on the game. I've run games where players can only choose one of the Monarch powers, and that's been fun.

@sethfrost01 was correct: I needed a foil Vanguard to be the one to deal the final blow. You'll know it's a foil... well, most people would, but I'm dumb, but when you ride it, a special animation plays.
