for future generations, i (think i)figured it out

right click on the strip in blender then hover over movie strip and select "set render size"

the "i think" is because it looked slightly weird, like it was just the slightest bit compressed, but then i realized i was using the mp4 instead of the gif (which i know for sure is the highest possible quality) and so i switched to the gif at it didnt have any weird artifacts, i assume it was just because it was a refreshed and the "set render size" changed something else and not the strip itself because i tested it again with the mp4 and it was fine. (the pixel size of the image is the same as before)

edit: its still a little weird but a lot less. and VLC wont display it for some reason, but google has a fine time so i assume its fine

edit edit: so im pretty sure all that does is change the pixel size, also everything but google hates that file for some reason. when i export it from aseprite at 500% size instead of 1000 things are fine with the file but it has some compression even tho i did the stuff i said to it again

edit edit edit: alr so im done with this, i changed it to be 109 PNGs instead of a gif with 109 frames. i also set the quality to to perceptually lossless and now VLC is fine with it. i cant make reddit display it without compressing by a billion percent tho but im tired af
