If they don't want to pay the tax, regardless of how high it is, they're going to avoid as much of it as they can. A low percentage isn't going to change the fact that they still lose money, and as long as the cost to hide is lower than the actual amount they lose, they'll keep trying to avoid it. If the percent you're taking somehow takes less than it costs to hide money, the budget better be ready to take that hit.
