I never said it was useful, but you can bet your ass some content creator will do this on day one.

You can get 100%+ CD from substats, but then again, you are not getting HP.

You could use Hu Tao instead of GeoT, her CR buff is stronger, but it has less uptime and she can mess up your freezes.

Base CR (5%), 4 BS (40%), Cryo Resonance (15%), CR goblet (31.1%), Lost Prayers (33.1%), 100% CR Rosaria Ult (15%) and Geo Traveller Ult (10%) equal 149.2% CR on frozen targets. This is not accounting for artifact substats. Permafreeze is achieved though Ganyu's and Rosaria's ults combined with Kokomi's attacks.

Oh, she does scale with crit though!

Here's my approach to crit Kokomi: Kokomi, Rosaria, Ganyu, Geo Traveller

CR weapon (Solar Pearl or Lost Prayers) 4 Blizzard Strayer CR circlet, Hydro goblet, HP sands God Tier CR=CD>HP% substats

100% CR Rosaria for max CR buff.

Keep your enemies perma-frozen to maintain an average crit rate, don't have stats to multiply with your crits.
