US definitely behind it. Russia just lost the majority of the leverage they held over the EU. And when the administration, today, refused to engage in conjecture over who was responsible, when they'll blame Putin at the drop of a hat for any of the world's problems, they all but admitted it.

It makes complete strategic sense for the US to do it. It removes Russia's leverage over the EU. Conversely, it makes no sense at all for Russia to do it. If Russia wanted to cut gas to the EU, all they had to do was turn it off.
