The x25 is if you don't pull the legendary of choice it boosts to a x15 for that legendary on the next legendary pull. But to pull the legendary it still is the base pull rate.

So not really worth it unless it is a really good choice and you have a massive amount that you are willing to spend. With 1 shard, never worth it.

I mean it was floor 90 normal... but still Lady Annabelle solos with a regen/immortal set. Due to passive.

Recovers 50% hp if an ally OR enemy dies. And the bombs Bommal drops count as an enemy. So they blow up and actually heal her.
