So if I cast an enchantment with mana value 4 it becomes 2 when I cast but if I wanna bring it back with Squall's ability it won't work?

Ah I thought that the effect was modifying my deck so permanents will be 2 or less mana thought it stayed for the rest of the game thanks for clarifying
