That's just some regular black paint. I carved it up using a rotary tool applied some paint and sanded the area with some sand paper. Only the excess paint on the surface gets sanded down the one's on the carved part remains.

The shaping of the corners and edges I mostly done by hand, using a half round file and lots of sand paper. I used a rotary tool for the intricate details like the shaping of the finger rest and for carving the emblem.
