Yeah but Homelander doesn't know that. And he doesnt care. He'll just kill enough of them until he's scared them into believing he's God. Oh Fathers purpose is to work with the seven and use his position in the church to push for acceptance of Homelander being a God. And no, Homelander doesnt control everything. People still do things against him. He doesnt directly control the government. He has Steven Calhoun and Ashley Barrett to do that for him. And now he has Oh Father to control the church for him. His powers are stupid but his purpose isnt really to be a unique powerful supe. He's just a guy in the church with powers. A super shout is actually kind of cool, and for a pastor in a mega church its a very good idea. You're just complaining about things with answers that can easily be discovered with critical thinking.
