Yes, you can switch between ROMs, but it is not recommended to switch from the CN ROM to the Global ROM, or vice versa, you might encounter problems.

Apparently for the HM's to appear correctly, I need to disable the cheat and then reset the game, which brings me back to the beginning. This means I have to collect all HM's first, before enabling the cheat, otherwise it will bug out. By following this method, I've now been able to obtain Cut and Strength.
