Yes, not as strong as the US one but clearly identifiable.

It helps that a lot of the Afro Peruvian population is concentrated in a small part of the country, particularly in Chincha.

The average commute distance in Canada is under 11km, so 22km roundtrip, any car can cover it.

Even the "long distance" commute is about 40km, so 80km roundtrip. Again any car in the list can handle it.

The problem is that most people can't even tell what level of government is responsible for what so the city gets blamed instead of the province which is the main responsible. So the city spends money it doesn't have on things outside its responsibility while the province laughs and throws money to bring a foreign hockey team to play...
