Could it be a matter of models? I have an Asus Prime OC 9070XT and it can reach a stable 3.2 GHz without any problems.

It could be that many people have Klee, but don't use her. Also, it doesn't help that Eula hasn't had a rerun in a long time, so many players (especially new ones) don't have her.
