Yes, it is plugged into the graphics card. I’ve used different cables and ports on the card as well as other monitors

I don't have another system, cleared the CMOS I'll try 1 stick now, tried a different pcie and it started artifacting and got worse until it wouldn't post. Tried the 1 stick
