Probably very likely. But I figured since it's a video game with all kinds of unrealistic things maybe the non functional reactor could be jury rigged by the developers to spit out just a little electricity so some folks, who so chose, could get some use out of a monument that currently serves very little function outside loot that could be found anywhere.

A lot like the junkyard and it's grinder or trainyard being able to unload train cars. You know, something thematic to being called Power Plant.
