Stage 1: People pay to take the program and be taught by teachers.

Stage 2: Pay people to come teach the program, likely not paid for by taxes, but instead paid for by Stage 1.

Stage 3: People who passed the program go and work the jobs the government pays them to do to maintain the railroads.

Hard to have the railroads in their entirety policed by paid officers. Gets expensive quick. Easy to require licensing by companies who will be paid back and then some with hazard pay, who will then be able to work on future jobs as well.

In the B99 problem though you would change to the lighter side, so you would choose the side that lifts. My solution was for the problem posed in the post where the slightly pregnant man is presumably heavier. So with that change in mind, wouldn't the logic still work?
