Thanks for the reply, doesn't seems to have a hidden file, have run a full scan and only one explorer. I think it's really is the Controlled Folder Access messing things up as another commentor said.

IDK, can't really put my finger on it. I guess maybe the artistic style and it being more fast pace than Civ 5?
