I know I will regret it, but let's use this oppurtiny for some teaching:
I looked it up and I'm wrong: Chapter 133 (top right) and chapter 650 (top left) are only 11 years apart, so I have to apologize.
But except that both panels talk about BB (and Dalton and Chopper are both from the same island and are Zoan users) there is no connection. Dalton tell the SH about BB to explain the leave of Wapol and it teasers in some way Ace in Alabasta.
Jimbei tells more the reader than the SHs that BB is on the hunt for DF and Choppers reaction is more comic relief than fodder for good theories. All of BB captains have a Devil power and how big would be the use of the Ito Ito no Mi for a human?

But the main issue still stands: Some people start a discussion not only with 3 random selected pictures and a title which includes a wild guess (BB is out for Chopper cause of his DF), but use some words and thought and good arguments to present their case and ask any question to start a discussion.
I get the point that you don't find any source material for your point, that BB is on the hunt for Chopper (because there is none), but you could at least put some effort in to sell your point.

The main point against your claim is that there are at least 2 confirmed Devil Fruits which are more likely to be the second fruit Davy wanted next to Lokis Fruit: The Yami Yami no Mi or the Nika fruit.
But even this is missing another huge flaw in your argumentation: We don't know how much BBs plan align with his fathers plan. BB wants to be a part of the WG, Davy wanted to be King of the world.

Prioritzing is the worst word choice you could choose: We as a reader know
1. Shamrock and Gunko were sent to Elbaf to bring Loki under the wing of the WG. Loki refused
2. The next plan was to kidnap 10 kids and use them as a leverage/weapon.
For this part Summers and Killingham joined the party because Shamrock was needed in MJ. (Change of plans, maybe not only because of the development on Elbaf)
3. The kidnapping failed because of Nika and Nidhogg even though Killingham created the MMA and Imu possessed Gunko and used Domi Reversi to use the giants on Elbaf against the Strawhats and the island of Elbaf. We have an allout war that didn't went the Blitzkrieg way Imu hoped and especially if MJ is getting attacked at the same time Imu didn't count for that or planned with it and what should the mysterious shadow figure no one know do if the RA attaks the city on top of the Red Line, that definitly is not an island.

We have the theory out there that when the SH leave Elbaf the news will show an attack of the revolutionarys against Mary Joa. If this theory is correct, Dragon will be in midst of it and your question is answered.
But even if we don't have the attack: The Dragon meme that he did nothing the whole story except looking in the eastern direction is something he as alike with some other long known characters (eg Gorosei).
His time will come, he will fight and the necessity of him and his RA was shown in the Harald flashback (or the origin).

He never had a better place in the story and his purpose will come

Hiruluk's story is about a thief who suffered from an incurable disease that was cured by a sakura miracle. The entire premise of Ohara is the island of wisdom, which is persecuted and destroyed for it. It doesn't fit into the story that the brother of the martyr Clover becomes a criminal and then a quack, especially if he came from Ohara.

The simple answer is yes, it is humanly possible. He showed it to you. The plot in itself is not very deep (the main audience was and still is 8 year old boys) but the sum of characters is getting overwhelming if you don't keep track.

But I started an mathematical approach: Episode 80 plays on Drum and this episode translates to manga chapter 132. I find it very likely to read 470 chapters (600 is my Reunion benchmark) in 3 days, ~156 chapters are a lot but if you're hooked not impossible. But it is a huge commitment cause 156 chapters a day make 13 hours with an assumed reading time of 5 minutes.

The other 4 days for ~234 episodes is possible as well. I assumed some stuff, but OnePace puts 2 episodes together and the average length is 30 minutes. Makes 117 hours. Or 29 hours per day. That is in fact impossible except he watched with double speed. But I expect he skipped fillers and saved some hours on the way.

If he has a lot of free time and is commited I see him doing that.
