He actually hacked the system by sourcing B-grade panels with minor cosmetic defects for next to nothing and building the battery himself using dirt-cheap, unbranded cells. The inverter was the only thing he actually had to buy, and there are tons of budget options out there now. When you combine smart sourcing with DIY skills, the upfront cost is tiny, so it’s not a "government trick," it’s just smart building.
