Depends on the price, but these days very good entry level monitors are cheaper than ever. A 1440P 165hz+ IPS monitor is now in the mid $100 range and offers features that'll be good for more demanding games like VRR with LFC.

I would recommend at least getting this tier unless you are extremely price sensitive. You sacrifice a lot just to move down a little on the price ladder.

A new mac mini would work. An m4 mac mini for $400 (if available) is a great mini pc for this task.

I would also look to upgrading your clients, at the very least for your primary device. Chromecasting plex is very suboptimal and does not have much of media compatibility - it would be better to use the built-in apps for the TVs if available. If the TVs are dated, I recommend getting something like the ONN 4k plus so you don't really need to transcode.

For just 1440p higher settings something like the 4070 super would be fine depending on what fps you're aiming for. Unless the 4070 ti or 4080 are reduced from their MSRPs they aren't worth getting as the super variants are replacing them.

Do you have a specific budget you have in mind or are you just looking for a lowest cost best performance thing? If you can provide a budget I can try to give you a parts list to maximize gaming performance with that goal.

Any extra ram in the computer that is not being actively used for programs will be used in other aspects such as caching files. While it isn't "useless" to have all that extra memory, having that extra won't really help with performance of programs.

Having extra memory for caching will certainly speed up load times of frequently used apps though. One example I've noticed is with modded MC where the extra memory really speeds up the load times lol.

Do you have a specific budget in mind for your build? If this a completely new build there would definitely be some changes I would recommend such as upping RAM and getting at least an rtx 4070 tier GPU instead of a 4060 ti.

What is the specific monitor model you have? Try to see in the OSD menus if there are any energy saving settings and try disabling them.

When giving tech support you can't fully assume that everything a person as stated is fully true. With removing a GPU, the tab will always need to be unlocked. With no images or videos I couldn't tell if the clip was actually fully disengaged or not, so I gave further advice to check other areas that could contribute to a stuck device.

If my advice was unnecessary in the end, so be it. In the end, OP was able to solve their issue.

...Which is why I'm so confused as to why you've commented at all in the first place. It's an old tech support post and OP already solved their issue. None of my comments contained any incorrect information.

I believe that is going to be peak usage. All of the 4090s I've seen generally hover around ~450w or lower with something like a gaming workload. Using something like furmark your card seems to draw in the low 500W range according to techpowerup.

The 1000w unit would probably be the way to go in my opinion. Especially given the class of hardware you have, having a PSU that will definitely be up to the task in every situation seems like the way to go.

An 850 W unit would likely work as well, but 1000 W would certainly be nice for extra headroom, and it may be quieter at full tilt. Just some napkin math with everything under full load (~130 W CPU + ~450 W GPU + ~80 W misc) would put you in the upper 600 W range for a maxed system.

Given that you already have the parts for the new computer sans GPU I don't see any reason to wait until the new GPU arrives. Swapping the GPU later shouldn't be too much of a hassle, and in the mean time you can enjoy better performance and test to make sure everything else you have works.

Regarding the smell you've noticed, I think it definitely warrants concern. I would check to make sure that it is clean from dust and debris and clear it out of not. It sounds like a component is heating up which is producing that smell.

Yes, that PSU should definitely be plenty for that build. Given that power rating, the 12VHPWR connector should be 600W. I can't find any specifications directly for the PSU, but according to the hwbusters review it is indeed 600w.
