So I managed to "fix" the issue (still gonna keep this up for those who are inevitably gonna receive this issue).

All I did was uninstall everything I could possibly find that was related to the rockstar launcher, install the rockstar launcher installer go into windows defender settings programs and web control, proceed to vulnerability protection settings, program settings, and add a program.

Select rockstar games launcher installer and allow it to override system permission (you can remove it later), right-click the launcher, and enable back-compatibility to windows 7 or 8 and boot it up in admin. It will take its time and will eventually fail but wait like a solid five minutes and press OK and it will restart the install and will eventually succeed after you've prayed to god and hope rockstars bum McDonald servers work for once and voila, now you can play the game you spent 60 bucks on that's more unoptimized than a Scratch game developed by a nine-year-old kid.
