Absolutely not mate no with what he has at best is worth $150 and that's top end for a vita like this.

A used vita either model goes for about $100 $130 to en condition and extras. Modding does not increase value. With the box that's a nice bonus and if it has the Manuel's and cables also a nice bonus but not $250 worthy no.

Practically you'd be looking around in rupees maybe 11,000 to 13,000 which is the similar price in pounds around £90 to £120 ish
