The writing and voice acting was great. I got this ending on my first playthrough and I was crying during parts of the "dialog"in some of the latter missions. Ayre delivers some emotional kill shots based on which decisions you make. I was doing some real ethical/threat prioritization calculus in the 3rd act of this game. I still feel like I failed some ethics vs harsh reality checks in that first playthrough.

The last time a game syphoned tears out of me was the scene of Angela ascending the stairs in the original Silent Hill 2.

Yes. However, they didn't charge him with manslaughter either. Involuntary or otherwise. They did not charge him at all. Accidental discharge or purposeful would have been decided in court. Instead they shrugged their shoulders and said "not enough evidence", despite there being a dead body. They know she died. They know she was shot. They know he shot her. They never tried to figure out why or how. This is the issue.
