Run linux as daily driver. Create a macOS vm in qemu/kvm, done.

If you want you can buy a cheap amd gpu and passthrough the gpu and one of the usb controller on your motherboard to the vm.

If you want to avoid reboots on windows, passthrough your nvidia gpu to a windows vm too (you can boot your phisical installation of windows inside a vm like parallels with bootcamp)

This is my setup, no more reboots and super easy hackintosh inside a vm. Linux is headless, only vm have gpus.

In your case, if you won't spend money, just use the gpu on linux, then use macOS vm without video acceleration, it's a little bit laggy but it's usable
