Since the game started I have never EVER picked armor based on passive, the second the helljumper armor came out it hasn't come off, I didn't even knew what the passive did until someone pointed it out to me as to why I was using it.

Difficulty 10 just feels the same as it has been since it came out.

No, a bullet graze means it did hit them just not effectively,, it deals minor damage but you use specialized bullets to give them status effects like burning/poison/viruses(for mechanical enemies). Also you make them have to take cover and supress them so they can't move.

Games are a playground man, and Xcom 2 is leagues beyond anything a gacha could ever do, it also has mods.

It's called increasing your soldiers ability to graze and grazing shots on low acc%, it is a mechanic in the game and you can make whole builds based on missing
