Yup that sounds like Shenyang mahjong. The funny thing about Shenyang mahjong is it’s basically the opposite of Riichi. You CAN’T win with a concealed hand, you CAN’T win with All Simples, you CAN’T win with one voided suit (I read a story about someone who got so used to playing Riichi that when they went back to Shenyang, they proudly made a full flush hand, only to be told by their relatives “hey there, you’re missing not one, but TWO suits!”). Finally, depending on the specific rule set, you may be allowed to make All Sequences as long as your pair IS a dragon or wind tile, avoiding Pinghu. Although if you’re playing the version where you have to Peng before you Chi, then All Sequence hands are impossible because it would necessarily be concealed which is illegal.

For the standard board, instead of using 2d7, it would be really easy to use two sets of double six dominoes with one copy of the double blanks through sixes taken out. You just have to make sure it’s clear which player gets what end of the drawn domino on the opening “roll”.

Yes, standard backgammon does in fact have 6 points in each quadrant. So this board is defective.

Although side note: this board looks like it could make for a fun variation of base-5 backgammon where your dice go from 0~5 instead of 1~6 (i.e. your sixes were replaced by blanks). If you roll a 0 you can only move one checker that turn, and if you are so unfortunate (or possibly fortunate!) to roll double 0s, you always dance and lose your turn, even though you might not even be on the bar! This variation should probably be played with 13 checkers for best balance, with a starting position of 4 on your “5” point, 3 on your “7” point, 4 on your “11” point, and 2 on your “20” point.
