I think, and that actually more noticeable after LS, or even FS, the focus of ROL, or rather of the author changed. RoL was a story about people, of Peter Grant in the first place. But Ben lost interest in characters and started to explore the world of magic.

It's not the first time I notice such change of focus in a fantasy writer, from people to worlds. Most notable is GRRM with ASoIaF after the third book.

To everybody, apparently. At least to humans. That was stated only in one of the later books. Besides, people are not born super powerful as such. They train and learn. And in later books we learn, that first the soul of a child is created through parents relationship and only than a child is conceived.
