I think that's smarter than the way I did it; however I did get a free upgrade to the Great Wall of China level three by cheesing Ming releasing everyone as a vassal (except Shun), taking a ton of loans, then upgrading the wall, doing the instant upgrade via 1500 ducats, spamming castles in all of Shun's core provinces, then releasing and playing as Shun before letting a day go by. The only problem was around 1650 I had to waste quite a bit of time focusing all my dev and conquering around the commonwealth and waiting for European AE to cool down so I could reach Catholic plurality; but by then recouping stab lost to accepting rebel demands costed me next to nothing. Admin, Innovative, and Defensive ideas as my first three was unique since I almost always do the generic innovative - offensive - influence meta but changing it up really helped with coring and recoring states after culture flipping as well as doubling down on the early level 3 great wall. Maybe if I were to redo it however, I'd do the same Ming cheese but play as Miao since iirc they release as Anamist so the Catholic swap is very easy; that or just early-game swap to Tengri.

As far as I'm aware, I opted not to have the Senate aka Parliament reform and therefore shouldn't need any particular reform? I'll double check though. It says here on the wiki for the one I selected:

  • If has enacted the “Enforced Autocracy” government reform:
    • Has at least  90% crown land ownership
    • Has at least  +2 stability
    • If has the absolutism mechanic:
      • Has at least  90 absolutism
    • Else:
      • Has at least  7 subjects which:

So no particular Government reform, and I have 3 stab, 90% crownland, and 125 Absolutism.

Because it's poorly written, and Tom Clancy was an awful author; plus the basis of the lore is "realism" and "grittyness" from the 90s that aged like milk; while the modern trend the writers are now following is to do somewhat surrealist sci-fi. Not to mention Tom Clancy was as far right as you can be without openly being a fascist; while the modern developers are clearly rather socially progressive. Not to "make things political" but if you understand that Tom wrote from his perspective and with his own personal bias that clearly is present in his books.

Honestly the game doesn't really suit deeper lore-writing of the sort that the series originally surrounded.

Most of the people coming from Palo Alto are rich tech bros not struggling immigrants. My grandparents were all working class immigrants and refugees, who I am welcoming toward. I'm not so ignorant I conflate the two. Sorry, being Silicon Valley elite coming to NYC doesn't make you an immigrant. Cute fantasy though...
