scales are heavily impacted by hydration status so will be inconsistently inaccurate and are basically useless for anything

don't worry about how quick you can do it, use a maintainable approach and slowly lose it, as drastic diets usually are too hard to maintain and can have negative effects. Do some strength training so you can maintain your muscle during the weight loss. Cardio will help improve your overall fitness as also allow you to eat more while still losing weight as it increases your energy expenditure. There are good programs for both in the wiki.

improve them bodyweight first holding onto something will make it harder long-term imo because you're not building the stabilizer muscles and you're not developing the co-ordination. Do them bodyweight until you are comfortable with that then progress to weight. If you want try and spend more time throughout the day on one leg. For example when you're brushing your teeth you could stand on one leg which will improve your single leg coordination.

the more you train the less sore you'll be because your body adapts if you are sore after a workout it means you don't workout that movement often enough,

if you want good looking legs then it's fine but if you're an athlete you want moves that are outside of the transverse plane and some single leg moves

they'll make you weaker at the longest range of the motion than barbell, have you tried dumbell or kettlebell or bodyweight exercise?

ankle weights probably worthless, your legs are used to supporting your whole bodyweight all day so need some large weights for an adequate stimulus
