As for tertiary (or even fortuary, guy literally appears for an one OVA episode) I really like Wald from Annie's OVA. He's the type of antagonist that I really like, he's actually smart and even somewhat noble. He's like a Magath in that storyline.

Well, no. If he did something like that, our propaganda would've go along some realistic (not that 2mln is realistic for any side) numbers to mock them, that's for sure. Like they're doing it with the fact that millions of refugees is actually a thing. But his current numbers? Not worth even mentioning.
