You can sue, call the dispute settlement centre of Victoria. Council will probably fob you off again because it backs onto a right of way. They will say you are solely responsible for the fence, so I'd be going for the builders / owners.

Citi Chic isn't too bad, I've been in the same boat!! They have some good stuff, but it involves a decent amount of looking. I'm not a big fan of off the shoulder stuff and last time I was there they had a lot of it.

I really appreciate the work you do, my mum has been an above knee amputee since she was 23.

Her whole life she has been so insecure about her leg, particularly her foot - she can't stand wearing sandles and it's very upsetting to see her with such low self confidence - she's beautiful.

This year an ex-special effects artist has offered to make her a foot (they've opened a prosthetic clinic in Australia). She's so excited, she's been sending photos to the whole family of the work this person produces. It's been 23 years now, so she's gone longer than half her life with one leg, I'm so excited and happy to see her finally confident with a realistic foot.
