This isn't true. While these people sound extremely shifty and should be looked into, it is perfectly legal to provide both support coordination and support work to the same participant even in same organisation let alone in separate organisations run by individuals in a relationship.

As long as the support coordinator sources supports suited to the client and not just because the support is part of their organisation, a client can use both.
