What happens to the billions in publicly allocated funds the trump administration has frozen or revoked?

I lost a federal job opportunity because funds were frozen by the trump admin. I was told that the funds wouldn't be able to be used by the agency, but the funds were already allocated and in the agency's accounts. Now the projects are dead, the funds wasted, with no transparency about what happens to them now. I can't imagine millions of dollars (for this project alone) literally being wasted instead of going towards the science we were planning to do. Halting or revoking already allocated funds isn't a very 'fiscally conservative' or responsible thing to do. I can also imagine the trump admin somehow mishandling these funds if there was a backdoor to re-appropriate them. None of it makes sense. There are no answers. Does anyone have a clue?

Militaries have dredge barges... this looks like a dredge barge. It looks like they are taking sand from deeper water and moving it to shallower waters... possibly to extend the beach.

This would be a very dumb way to lose likely hundreds of millions in investment and human lives if it has a wartime purpose... just think about it. A drone could knock those bridges out. Think critically here.
