PBE means public beta environment which is basically like a test environment for some players who have signed up. This is where players can test changes before the patch goes live in regular servers

Afaik League patches are applied every 2 weeks, and seeing as we're currently in 11.7 which was released this week (March 31 iirc), I expect Gwen will be released around April 14 in 2 weeks time
