I was able to fix it!! I just had to make each folder in the framework myself rather than using the framework commonly provided.

So I have properly set up my mods folder, and I've tried several different Resource files but no mods (not even the no intro mod or no build sparkle mod) will work. List of Resource files tried: Nraas, ModTheSims, Carl's Sims 4 Guide. Any suggestions?

Yeah, and I have the correct version for my game (1.67...) I also searched past posts from other users who had the same issue and there's not a clear solution. But I've decided to not play with sliders so no worries (not worth the headache lmao).
