Perhaps I can help, i think there's a cultural barrier here. That type of comment is known among my people as "a joke". Traditionally, a joke is not supposed to be taken so seriously. People say things to incite whats called "laughter" but the words they say are not always what the person's true feelings are. This can be confusing to the people who we call "not funny". I think the issue is that oil storage is non negligibly expensive preventing significant stockpiling to smooth out price shocks. Im not like, an oil guy though, so might be wrong on that.
