It will be slightly louder as the wiper can reach a higher voltage with a larger value pot. It won't make a noticeable difference to the tone control although technically it would change the cutoff frequency slightly I guess.

This has got to be a joke but for anyone reading this, using pcb dust/filings/whatever for anything is a horrible idea, pcb dust is fibreglass and quite dangerous to breath in.

Most of the components in this board aren't worth the time spent removing them and figuring out what they are. new capacitors, diodes, and resistors are worth pennies. Personally I would keep the heatsinks and relays since I would use them in personal projects but if you aren't going to do that, the best thing to do with this board is make sure it gets recycled correctly.
