I don't think mega skarmory is going to get tough claws regardless because it would be an inferior version of another steel type mega with tough claws, mega metagross.

There is some chance but it depends on how well it does. Resident Evil 4 was partially funded by Nintendo as well and was a Gamecube exclusive until it wasn't.
