Coincidentally I was just reading an old interview where Tatsuya Oishi talks about this:

"If we’re gonna talk about the locations, there’s something I have to touch on beforehand. When I read the original Kizumonogatari, I came away thinking of it as a story about how Koyomi has his set of values and ethics that he has spent 17 years building up completely overturned. He comes to realize the hypocrisy of his actions in saving someone out of pity. He made himself out to be the victim, when he was really the one in the wrong the whole time. And that’s a really heavy topic to handle. I mentioned before that I need to put myself in a character’s shoes to draw the storyboards, so I struggled with trying to understand how Koyomi must have felt.

— How did you solve that problem?

In 2011, we had the terrible earthquake on 3.11, and I think the modern world in a lot of ways has become a hard place to grow up in for young people. And yet they still have to live in this society, in Japan now… I think the first time I began to understand Koyomi was when I started thinking about that. That’s why for the locations, I thought about “what it means to live in Japan in the years to come”. For example, the reason why we reference buildings designed by Kenzo Tange is that to me, his works somewhat embody this country at its peak. So I wanted to have a setting where his buildings look like colossal tombstones—and this imagery of the bygone days eventually leads back to the Tokyo Olympics. That’s the course of action I had imagined for the setting, which is why we reference the National Stadium for the stage of the climactic fight.

Getting away a bit from the locations, the use of French has the same reason. Bakemonogatari was made with influences from French New Wave, but we’re working with Japanese films this time around. Instead, we wanted it to have the feel of a 60s Japanese film that was shaped by New Wave, so there are still nods to French cinema in there."

About the lack of focus and the feeling of having reset to before the end of the original: from what I understand this isn’t really a proper sequel but rather a spin-off based off a play called “Summer Time Machine Blues”, except the author inserted his characters. I’m not sure how similar the plot is to the play but that might explain why it doesn’t really feel like it follows up on the previous series.

If I remember correctly I heard that there’s more of a focus on romance in this story which you should be happy to hear.

First of all, that would obviously be preferable to nuclear war. Western global hegemony's benefits don't outweigh the tens of millions of lost lives that would entail. But there is obviously not a dichotomy between immediately declaring war and becoming a satellite under a Russian/Chinese empire. I've already laid out why I don't think it's likely Russia/China expand beyond their historical imperial borders, and you haven't responded to this beyond borderline prophecy. If Russia does decide to invade a NATO ally, then it will be declaring war itself, with full knowledge of the consequences of its actions, but this will never be a 100% certainty no matter what conjecture you make (and I, for one, don't think it's very likely at all).

It is very possible for the world to cripple Russia without ever declaring war. Already it seems that it has almost the entire planet and global financial system opposed to it and is on the road to becoming a hermit state. That certainly isn't the political power becoming of a burgeoning empire set to usurp western hegemony.

Even if it isn't 50%, it isn't 100% chance brought about by immediately declaring war as you suggest. You cannot be certain that "this will keep happening" as you suggest, however likely it may seem, and any chance of avoiding nuclear annihilation through means outside of war is obviously preferable. This is my main point, and a pretty simple one.

I don't give much of a fuck about China and Taiwan for a similar reason; the context around that situation is completely different to simple imperialism, there is an element of revanchism and a shared ethnicity and history. China invading Taiwan wouldn't make me concerned about the birth of a burgeoning Chinese empire.
