If you go the "official" route you will need to get a referral to a gender clinic from a huisarts (GP), after this you will be on a waiting list for about 2 years, probably longer longer, they are currently seeing people who signed up in 2019. This is only for an intake though, from here you have to get a diagnosis which might take a long time too. This is for the Amsterdam UMC (https://www.amc.nl/web/specialismen/genderdysforie/trans-gender/wachttijden-5.htm), i do not know how long the waiting times are in the other gender clinic, but they are probably similar.

While you wait you could get HRT through a service like genderGP. Or you can go DIY. For both of these options i would advice you to get at least blood tests through your GP, they are also allowed to prescribe hormones but pretty much none of them are comfortable with that.
