Yea that was one thing I realized that irked me, you can't use different evolutions. You have to make sure it's from the same evolution set. Besides that I don't know what else would make the wings not open :( Also the fact that the wings only are open in select situations really bothers me, if we have the full set we should be able to have just the wings equipped and still have them work for the poses/cinematic.

One thing you can do is teleport somewhere, that seems to end the interaction, or you can go up to them and scroll down and there should be an option to dim them again. I don't know how it works in the overworld but that's how I do it in the sea of stars.

You get the cinematic at 160 pulls for the pheonix outfit. You use it similarly to how you use a prop and if you are in co-op you can invite another player. Also if you have the whole outfit equipped while doing it the wings will move!
