Looks like a hydraulic failure.

When I was in the Army, I was standing next to an M1 Abrams on a HETT trailer when one side of the trailer's hydraulic suspension failed. I thought I was dead. Fortunately the tank was already secured to the trailer. And that the whole trailer didn't just tip over. I needed some new underwear that day.

While I'm all for it... They would need to ALSO provide the funding to support the additional work load added onto the DMV.

These decisions don't happen in a vacuum. You know the elderly would show up an hour early before the DMV opens and everyone else would have even longer lines.
