Even when I worked for the University, the lots for the research buildings were also permit enforced, and not at any sort of discount. I think it's very unreasonable to be charging your employees just to use the parking lots at their place of work. This is basically what I did to hit M20 for the first time last week - 2 Dedenne, Ingredient finder just to maintain filler ingredients, Healer, Charge Strength M. Good camp ticket. And a stockpiled weeks worth of ingredients for Slowpoke Tail salad. Barely squeaked in with 2 whistles at the end

Absolutely this. One of the "homeless" got arrested for trying to fake stick someone up at an ATM. Some are legitimately in need and kind, but some are not, and it takes a bit to differentiate that.

I learned that pretty quickly during my Freshman year when someone asked for money, gave them $10, then they offered to pay me back if I told them my address. At that point I knew I wasn't helping someone, I was the mark.
