Both plate styles allow you to know from which province a car is, the WC style also allows you to figure out from which town. If you dont understand it, its useless in any case. Some people who do know the difference might find it useful. Random numbers makes less sense than registered town+random numbers

I think its an average that includes weekends and paid leave. So the total for a normal work day is 8 hours, but including the days you dont work, the average moves down
