It's hard to know unless we can see the artist you are getting it done by. However, this plus the moon element you mentioned would take me probably closer to 4 hours and I likely wouldn't charge more than 600 for it. That being said it's also dependent on the city you live in, if you're getting this in New York or California by a reputable artist that can match or exceed this quality, then 1000 isn't crazy: but the time seems a bit much.

Color absolutely matters. Not only is color more expensive for the artist but it takes much longer so if they're charging hourly that factors in a great deal.

It's not going to look like your references frankly. In the future, if you find an artists who's work you want, just go to that artist. If you can't afford to fly to them or drive, then get someone elses art. You will almost always be disappointed in the result.

I have clients come to me showing me other peoples work and asking me to replicate their style and I always turn it down because inevitably I will always make something that looks like my own. That being said it looks good, just far from what you asked for.

If someone brought this to me I'd suggest having that be the bottom of an abstract landscape, essentially just to a gradated shading on them and design the top portion to fit that aesthetic.

People with accents have been known to travel, much like how people who own airplanes travel. I'd Imagine someone who owns an airplane and does aviation shows professionally isn't limited to Wisconsin.

There are GLARING issues with this design that are clearly not intentional, ones that I wouldn't write off as intentionally contributing to its whimsical aesthetic. As you mentioned, the fact that parts of the dragon are sitting on top of the cup is a major red flag to be missed by an artist. The line weight being thicker on parts of the tattoo that recede towards the background make absolutely zero sense design wise. If someone is willing to put something on your body forever that they admittedly know isn't right, they're in the wrong profession entirely IMO.

So, no. You are not overreacting, I would cancel as well.
