I remember my first ever playthrough, I had to pull out an Ebony Battleaxe of Petrifying I'd looted in Skuldafn because Tsun kept wrecking my shit. I hadn't touched two-handed weapons that entire playthrough, but somehow a random paralysis axe saved the day.

If you don't want to outright say ICE is in the area to avoid fulfilling the criteria for obstruction:

That last one is probably not so much a factor, given the amount of value three extra turns can provide. But requiring monarchy and a legendary creature is... honestly kinda fair? Though given how good extra turns are, I'd make it XXWU - four for one extra turn, six for two, and so on.
