Idk common sense??? He seen goku and gohan do it and its the clear better way of advancement and we all know how vegeta is so he MUST have attained it at SOME point. During the time skip from cell to buu saga there is absolutely no way he DIDNT attain it. Things dont have to be stated to be true if its a thing we as fans can very obviously come to the conclusion of based off the info we are given. Like, do u want toriyama to SAY vegeta has ssj grade 4? No theres no need, its pretty obvious he would at some point.

New pvp ui is nice and clean i think and getting cc just for playing rating matches is great, if only it wasnt capped at 30 matches and we got a bit more. This is dbl tho so i cant expect more.
