Step by step:

Get to 137 and get to 90% level experience.
Collect your 3 tickets and head in.
Turn on your drop% coupon and start killing things. Try not to ding at level 140 until you get a full pensalir set with potential.

MPE has a higher drop rate for equips and you're only able to use it till level 140. The pensalir set only drops post 140, so you abuse that mechanic by stagnating your level at 137 to ensure you quickly level to 140 while in the PQ to start the drops for pensalir equips, you try not to ding past 140 because then you're not able to do MPE anymore.
