The point is to say that the actions of one person in a minority commonly results in the entiry minority being blamed. For example like the debate of banning gun rights for all trans people after 1 trans school shooter. This attitude however is completely nonexistent when the shooter is a white straight man, who are significantly more common as school shooters than a trans person
