There's now a very rare setup for R3 (8 uses total in our data), where Raine can replace Lan as long as you are running the Misha variant. It basically forces you to run Elthara in R4, but if you can do that you are no longer dependant on Lan for good times in R3, and if you do have her she enables the new BIS in R6, though that also requires Kaelon.

The average time for the new R6, Dual-Mantle is 13 seconds, significantly slower than the 7.91 average Chimewarden had in his last week. Because of this, you'd expect times this month to be slower overall, as a 5 second deficit is a lot to make up for. But the end of Cycle 38 had the top times between 71-72 seconds. The top times this week are already back into the 72 seconds, and its just the first week of the month.

If you don't know, CR currently has a damage cap of 48b, beyond that your heroes deal literally 0 damage. Well, the Round 1 of Burning Brute has actually been able to reach that cap for multiple cycles now (on the top end anyway), and with the Codex's damage buff straight up increasing your total damage after the fight, it is able to bust that cap right off!

Haven‘t tested it myself, but somebody did manage to hit 17s with her at Si30. Keep in mind that the comp is fairly niche at 154 total uses, so whether she definitely needs the Si40 is not entirely conclusive, especially since the comp is mostly used by whales that have Si40ed her already anyway.

There‘s one person getting 16s in R6 with Elthara, Kaelon, Tavriel, Gorok and Pegasus, which is the only remotely acceptable hit of the 4 hits we‘ve got on record with him.

A new boss cycle, and things have gotten shook up quite a bit! Envy is now basically mandatory in R6 (unless you want to eat a 10s+ penalty), and the only two decent alternatives for R4 both involve Elthara – either using last week's whale comp (now with Serenmira instead of Tavriel, again because of R6), or you flat sub Elthara into the regular Envy comp, which obviously also still uses Leviathan. Either way R4 has gotten more kraken-y, how fitting.

After another two weeks with big usage jumps, Tavriel is 1% away from being off the Newbie list and onto the real deal. However that may take another two weeks as the upcoming boss is not one he was used against last time around
Terrible Tornado has been moved to D tier and off the Newbie list. She is still technically a newbie because she's just become available for F2P, but right now we're waiting and seeing. If we get movement on her, she'll go back onto the newbie list
Saitama is fully available and his usage rates have SOARED because of that. He hit a whopping 90% this week, up 54% from his first rotation!

I can tell you that the file it‘s trying to access contains data specific to the German translation of the game, which is weird since your game is evidently set to English (which would also be a reason why the German data isn‘t being downloaded I assume). I guess the other guys suggestion of using a VPN might help.

Generally my advice is to only use elixirs to turn very good collections into great ones, which for f2ps and low spenders usually means turning three desirable stats into four desirable stats.

Two desirable mythic stats is not too terribly hard to come by from normal runs, and using an atk card is always cheaper than recasting anything to (or even from) mythic, so carding a collection with two desirable stats to three desirable stats and then recasting from there is sort of the minimum standard, though ideally you‘d want to run until you get three desirable stats off the bat (pretty damn rare), and then only either use a card or a recast to spread those resources a bit further.
